United States expands assistance for UXO clearance

The United States has provided more assistance for the clearance of unexploded ordnance in Laos, to prevent local residents being injured, disabled or killed.
The US government provided vehicles and field equipment worth US$1.25 million to the Lao National Unexploded Ordnance Programme. 
Some 15 vehicles, 150 UXO detectors and other equipment will be given to UXO clearance teams in the southern provinces of Khammuan, Savannakhet and Attapeu.

The supplies were handed over at a ceremony held on Friday attended by US Ambassador to Laos Ms Rena Bitter and Deputy Minister of Labour and Social Welfare, Dr Khamkeo Sanbounkhounxay.
Ambassador Bitter said the programme of support for the clearance of contaminated land reflects the close partnership between the United States and the government and people of Laos. Assistance has been provided for over two decades to address war legacy issues.

“This contribution to the Lao National Unexploded Ordnance Programme is part of the United States’ commitment of US$90 million over three years to fund a national cluster munitions survey, in addition to the ongoing clearance of UXO,” she added. 
Dr Khamkeo said “The vehicles and field equipment worth US$1.25 million will assist 15 UXO clearance teams to continue to clear land that still harbours unexploded ordnance in Khammuan, Savannakhet and Attapeu provinces.”

The United States’ assistance will enable the Lao National Unexploded Ordnance Programme to work more effectively, while also boosting rural development and poverty eradication. 
Unexploded ordnance continues to affect Laos. Over the years, thousands of people have been killed or injured, usually rural people and their children, Dr Khamkeo said. 
The Lao government and its development partners have continued to cooperate to remove UXO in high-risk areas. The clearance of unexploded ordnance is one activity that will help Laos to achieve the Sustainable Development Goals.

Since 1990, the US government has granted more than US$135 million for UXO clearance and surveys, to help the victims of UXO-related accidents, and provide information about the risks of unexploded ordnance, Dr Khamkeo said.
The US government has been assisting the Lao National Unexploded Ordnance Programme since 1990. It has put more than US$25 million into efforts to reduce the number of people injured and killed in UXO-related accidents and to open up land for agricultural production and development projects, which will help to alleviate poverty.

According to the Lao National Unexploded Ordnance Programme, over 20 years of the programme’s implementation, more than 380 square kilometres of land have been cleared for safe use, enabling schools, water supplies and roads to be built.

More than 1,480,000 items of unexploded ordnance were destroyed from 1996-2016. 
In 2016 a total of 67,166 UXO items were destroyed by the Lao National Unexploded Ordnance Programme’s clearance operations.

UXO Lao warmly welcomed Delegations of Round Table Meeting to UXO Lao Champasak province

On 22 November 2017, delegations of Round Table Meeting paid a visit to Lao National Unexploded Ordnance Programme (UXO Lao)’s site in Kaeng-Yao School, Kaeng-Yao village, Bachiengchalernsouk district, Champasak Province.

The visit to UXO Lao Champasak were led by Mr. Kikao Chanthaburi, Deputy Minister of Ministry of Planning and Investment, Mrs. Kaarina Immonen,  UNDP representative in Lao PDR, ambassadors, and representatives from development partners.   All delegations were warmly welcomed by Mrs. Baikham Khattiya, Deputy Minister of Ministry of Labour and Social Welfare, Governor of Bachiengchalernsouk District, Kaeng-Yao School’s director and teachers, village authorities and UXO Lao team from Vientiane and Champasak. On this occasion, Mr. Wanthong KHAMDALA, Deputy Director of UXO Lao briefed distinguished guests about UXO problem in Lao PDR, 20 years achievements and future plan of UXO Lao. Also, Mr. Thongkeo SINGHAVONG, UXO Lao Champasak Provincial Coordinator provided the information about the implementation and key achievements.  Then, UXO Lao team invited all delegations to expose to mine risk education activity through soccer, puppet show, asking-answering questions about UXO and singing.

In addition, different displays and exhibitions of UXO Lao activities were available for all delegations.  This includes free from explosive (no explosive) display UXO, South-South Cooperation (Laos-Cambodia) display, equipment and processes of UXO surveys, UXO clearance demonstration and Brush Cutting exhibitions. 

Japan Handed Over Training Center’s Buildings to UXO Lao to support UXO Lao Operation

In the morning on October 12, 2017, Lao National Unexploded Ordnance Programme (UXO Lao) held Hand Over Ceremony of UXO Lao Training Center Buildings under the project of technical transfer to UXO Lao and rebuilding the training center supporting UXO Lao operation supported by the government of Japan through Japan Mine Action Service (JMAS) totaling value of US $2.6 million in Vientiane.

Handed over by H.E. Mr. Takeshi HIKIHARA, Japanese Ambassador to Lao PDR and received by H.E. Dr. Khampheng Xaysompheng, Minister of Labour and Social Welfare with attendance of representatives from Ministry of Labour and Social Welfare, Ministry of Planning and Investment, Ministry of Foreign Affairs, US Embassy in Lao PDR, UNDP,JMAS,  JICA, Naxaythong district authority, Elay vill   age authority, Construction Company, UXO clearance operators and UXO Lao.

For this support, the government of Japan granted totaling value of US $ 2.6 million under the project of Rebuilding the UXO Lao Training Center and Technical Transfer to UXO Lao  through JMAS.

UXO Lao and JMAS started cooperation since 2006 and there were total of 4 projects were implemented together, totaling value of more than US $10 million.

Especially for cooperative project between UXO Lao and JMAS during 2014-2017, UXO Lao was support for rebuilding including: 1 class room building, 1 dormitory, 1 office, 1 kitchen and dining room, and 1 toilet and other facilities totaling value of US $2.6 million. Besides that, under this project, UXO Lao 235 field staffs had been trained on bomb cutting with electric saw course. This contributes directly and importantly to UXO Lao operation and creating good environment for training and capacity building for UXO Lao staff. By using this technique, it will enhance efficiency and speed-up on UXO clearance operation to aim at contributing to achieve development goals of the Lao government and international convention that Lao PDR is a state parties.

Besides implementing this project, UXO Lao and JMAS also implement using cluster munitions destroying machines together that has been implementing in Xiengkhuang province for 2 years. This technique is modern and being used to destroy cluster munitions.

This support from the government of Japan will help UXO Lao to be able to operates UXO clearance more efficiently and also support rural development and poverty eradication in Lao PDR step by step.

This morning, His Excellency Mr. Thongloun SISOULITH, Prime Minister of the Lao PDR and his delegation from central and provincial authorities paid a visit to UXO Lao Xiengkhuang Province.

At the same time, Prime Minister Thongloun also visited UXO Lao’s clearance site in Nyuane Thong Village of Pek District to see UXO Lao field staff working on the site to addressing UXO issues. On this occasion, Prime Minster Thongloun also helped UXO Lao team to demolished UXOs at the site by himself.

ໃນວັນສຸກທີ່ຜ່ານມາ, 28 ກໍລະກົດ 2017, ໂຄງການເກັບກູ້ລະເບີດແຫ່ງຊາດ ໄດ້ຕ້ອນຮັບຄະນະສະມາຊິກພັກຂັ້ນສູງຂອງ ສະຫະລັດອາເມລິກາ; ທ່ານ ເອກອັກຄະ ລັດຖະທູດ ສະຫະລັດອາເມລິກາ ປະຈໍາ ສປປ ລາວ ແລະ ຄະນະຈາກກະຊວງທີ່ກ່ຽວຂ້ອງຂັ້ນສູນກາງຂອງ ສປປ ລາວ ທີ່ມາຢ້ຽມຢາມ ສູນຢ້ຽມຢາມໂຄງການເກັບກູ້ລະເບີດ ຢູ່ທີ່ ແຂວງ ຫຼວງພະບາງ.

Last Friday, July 28, 2017, UXO Lao welcomed the U.S. Delegation High Level Political Party; U.S. Ambassador to the Lao PDR and Lao Government staff from Ministry concerned visited to UXO Visitor Center in Louang Prabang Province.

ໃນໂອກາດນີ້, ຄະນະຜູ້ແທນທີ່ມາຢ້ຽມຢາມ ໄດ້ຮັບຟັງການລາຍງານຫຍໍ້ຈາກທ່ານ ຫຸມພັນ ຈັນທະວົງ, ຫົວໜ້າ ຫ້ອງການໂຄງການເກັບກູ້ລະເບີດແຫ່ງຊາດ ປະຈໍາແຂວງ ຫຼວງພະບາງ ກ່ຽວກັບ ສະພາບບັນຫາລະເບີດບໍ່ທັນແຕກທີ່ຕົກຄ້າງຢູ່ທີ່ແຂວງ ຫຼວງພະບາງ, ພ້ອມທັງຜົນສໍາເລັດຂອງວຽກງານຕ່າງໆ ນັບຕັ້ງແຕ່ ຫ້ອງການ ໂຄງການເກັບກູ້ລະເບີດແຫ່ງຊາດ ປະຈໍາ ແຂວງ ຫຼວງພະບາງ ໄດ້ສ້າງຕັ້ງຂຶ້ນໃນປີ 1998 ຈົນເຖິງປະຈຸບັນ.

On this occasion, the delegation was briefed by Mr. Houmphanh Chanthavong, Director of UXO Lao Louang Prabang Office about the UXO problems in Louang Prabang Province and UXO Lao works in Louang Prabang, detailing progress so far of operations and achievements since UXO Lao Louang Prabang Office was established in 1998 to present.

Once all delegation finished touring around and see display of all type of UXOs (Free From Explosive) at the visitor center, all delegation was then travelled to a UXO clearance site in Phik Gnai Village, Louangprabang District. The delegation spent 40 minutes at the site listened to UXO Lao’s operations processes which briefed by a senior EOD, followed by exploring the site to see UXO in which the clearance team have found on that day. Before leaving, one of the delegation also helped clearance team to demolished 9 items of BLU-26 cluster munitions or bombies on that site.
